In 1947, local governments implemented “National Labor Service”.  People who served in the government were issued a “service certificate”.  Due to budget limitations, the government--instead of changing the ID cards completely--deleted the category of “Qualification for candidate to serve as civil servant” and added three columns for “Working location”, “Date” and “Approved by”, plus a photo which was glued into the revised card.
