Loosening authorization limitations
Citizens who are not able to file applications in person due to work, serious illness, overseas travel or distance from the city may fill in a proxy form and authorize other people to apply for them. However, for paternal identification, discontinued adoptions, and marriage or divorce registration, proxy applications may be authorized in advance by the Household Registration Office. If citizens are overseas and authorize other people to act on their behalf, the proxy document has to be notarized by the R.O.C. Embassy, Bureau of Consular Affairs or Straits Exchange Foundation (for citizens staying in the mainland China area).
